COMMISSIONER WORK SESSION OF DECEMBER 14, 2009

The Work Session of December 14, 2009 was called to order at 4:10 p.m. and the open public notice announcement was read by the Borough Administrator. In attendance were Commissioner Colombi, Commissioner Kasko and Commissioner Borden, the Administrator, the Solicitor and the Borough Clerk. Also in attendance, on behalf of the Borough were Susan Gruel of Heyer, Gruel & Associates; Ed McManimon of McManimon & Scotland, LLC; and Mary Beth Lonergan PP AICP of Clarke Caton & Hintz. On behalf of Bancroft NeuroHealth the following people were in attendance: Robert Hill, President of Retail Sites; Richard Roy of Comegno Law Group, P.C., David Danton and William Schramm of KDA Architects, and Frank Banisch PP AICP, President of Banisch Association, Inc.

Those in attendance on behalf of Bancroft NeuroHealth gave a power-point presentation to the Commissioners on what they envision as development possibilities at this site. Two potential plans were presented to the Commissioners: 1) Continuing Care Retirement Community (CCRC); and 2) A multifamily housing project. These included possible rudimentary monetary effects on the Borough in services and taxes.

The attendees from Bancroft left the meeting at 6:00 p.m.

The Commissioners then discussed in general terms with the remaining professionals the possible ramifications of the two proposals in conjunction with the Coalition on Affordable Housing (COAH), the current Borough ordinances, Land Use Laws, etc. The Commissioners agreed that there are possibilities with going in the direction of a CCRC type facility. The professionals were charged with moving forward in this general direction.

Commissioner Borden made a motion to adjourn the meeting. The motion was seconded by Commissioner Colombi, which was passed by unanimous vote.

The meeting was adjourned at 7:15 p.m.
