GENERAL COMMENTS – Commissioner’s Meeting – January 26, 2010

The meeting was called to order at 7:30 p.m. in Room 201 of the Borough Hall. The announcement of Public Meetings was read by Commissioner Colombi. After the Pledge of Allegiance and a moment of silence, roll call was taken. Commissioner Colombi, Commissioner Borden and Commissioner Kasko were present along with the Borough Administrator, Borough Solicitor and Borough Clerk.

Commissioner Borden made a motion to waive the reading of the minutes from the January 12, 2010 meeting. This motion was seconded by Commissioner Kasko and was passed with a unanimous vote.

Ordinance 2010-01 was introduced for second reading, which amends Chapter 232 entitled Vehicle and Traffic. The Borough Administrator explained that this amendment is to put back in a 2007 amendment that had been inadvertently deleted. Commissioner Colombi opened the public hearing on the ordinance. As there were no questions asked Commissioner Kasko made a motion to close the public hearing. This motion was seconded by Commissioner Borden. The Commissioners voted unanimously on the motion. The Commissioners then voted unanimously to adopt the ordinance on second reading.

Commissioner Borden made a motion to remove from the table Resolution 2009-12-22-268, which authorizes the release of a performance bond for the 2008 Road Program – Reconstruction of Colonial Avenue and Lake Street. Commissioner Kasko seconded the motion, which was then approved unanimously by the Commissioners. Commissioner Kasko explained that the resolution had been tabled previously so that it could be confirmed that all work had been completed. The Borough Engineer has since reported that the standing water issues have been corrected by the contractor. As there were no questions asked the Commissioners voted unanimously to pass this resolution.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolutions with no questions asked:

2010-01-26-017 Authorization to Approve Transfers in Appropriation Reserves

Once Resolution 2010-01-26-018 was announced, authorizing the payment of bills, Kirk Peterson, 214 Lakeview Avenue, asked for an explanation of the check cut to PSE&G in the amount of $17,860.63. The Borough Administrator explained that this expense was due to an accident and was to replace damaged property.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolutions with no questions asked:

2010-01-26-019 Authorization to Pay School Taxes – 8th Installment
2010-01-26-020 Authorization to Participate in Camden County Cooperative Pricing System –
Office Supplies
2010-01-26-021 Authorization to Sign Shared Services Agreement with Camden County –
2010-2011 Public Archives and Records Infrastructure Support (PARIS) Grant

Resolution 2010-01-26-022 was introduced, which authorizes an amendment to Resolution 2009-12-22-270 for the release of the performance bond on the NJDOT FY2009 reconstruction of Redman Avenue project.

Mr. Peterson stated that issues need to be addressed at West End and Redman Avenues with regards to pooling water at the handicapped ramps after heavy rains. The Borough Administrator replied that this issue has been brought to the attention of the Borough Engineer and it will be addressed once the weather has changed. Commissioner Borden asked why the performance bond is being released when we are aware of an issue with the job. The Borough Administrator replied that this resolution is amending the original release and that the Borough had not been aware of the problem when the performance bond was release. The Borough does have a maintenance bond for the project, which covers this issue.

Maryanne Jones, 408 Linden Avenue, asked what the release of a performance bond means. Commissioner Borden explained that each project is covered by a performance bond supplied by the contractor for the project. In basic terms the bond is an assurance by the contractor that the work will be completed. Once the project is complete the Borough must release this bond and accept a two-year maintenance bond in its stead.

As there were no further questions asked the Commissioners voted unanimously to pass the resolution.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolutions with no questions asked:

2010-01-26-023 Authorization to Release Performance Bond – Pierce Velocity Pumper –
Pierce Manufacturing, Inc.
2010-01-26-024 Authorization to Release Performance Bond – Fairbanks-Morse Model
Sewage Pump – Deltronics Inc.
2010-01-26-025 Authorization to Release Performance Bond – Centennial Field House –
System Construction Consultant

After Resolution 2010-01-26-026 was introduced, authorizing the “Love is in the Air” Event for the Partnership for Haddonfield, LLC, Ms. Jones asked why the Commissioners have to approve this event. Commissioner Colombi replied that any time an event is held which incorporates public areas, such as the sidewalks in the business district, the Borough needs to approve the use of the public areas.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolution with no questions asked:

2010-01-26-027 Authorization to Advertise for Sealed Bids – Tree Inventory Services

Resolution 2010-01-26-028, authorizing the advertising for sealed bids for communications services, was introduced. Commissioner Colombi and Commissioner Borden voted affirmatively on the resolution. Commissioner Kasko voted to not approve the resolution.

Commissioner Colombi opened the public comment portion of the meeting.

Mr. Peterson stated that he was happy to hear that the Borough is researching the possibility of purchasing 21 Tanner Street to enlarge the parking in that area. He suggested that due to the potential use of heavy equipment to demolish this building that the project planned for Clement and Mechanic Streets should incorporate the demolition so that any newly paved streets are not damaged by the heavy equipment. Commissioner Borden replied that no determination has been made to buy this property at this time. It is still very early in this process. Although, when the appropriate times comes this will certainly be discussed.

The meeting was adjourned at 8:00 p.m.
