GENERAL COMMENTS – Commissioner’s Meeting – February 9, 2010

The meeting was called to order at 7:30 p.m. in Room 201 of the Borough Hall. The announcement of Public Meetings was read by Commissioner Colombi. After the Pledge of Allegiance and a moment of silence, roll call was taken. Commissioner Colombi, Commissioner Borden and Commissioner Kasko were present along with the Borough Administrator, Borough Solicitor and Borough Clerk.

Commissioner Borden made a motion to waive the reading of the minutes from the January 26, 2010 meeting. This motion was seconded by Commissioner Kasko and was passed with a unanimous vote.

Ordinance 2010-02, which amends Chapter 27 entitle Police Department, was announced for first reading. Commissioner Borden explained that this ordinance will increase the number of Corporals allowed within the department from the current number of four to a total of five. He pointed out that over the last few years the number of management positions within the department has been decreased and this will help with that work load. Commissioner Colombi announced that the public hearing on this ordinance will be held in two week at the next regularly schedule Commissioner Meeting. As no questions were asked at this time the Commissioners voted unanimously to approve the ordinance on first reading.

Once Resolution 2010-02-09-029 was announced, authorizing the payment of bills, Kirk Peterson, 214 Lakeview Avenue, asked for an explanation of the check # 21027 to Gloucester County Township MUA and check # 21042 to Kings Court Retail, LLC. The Borough Administrator replied that check # 21027 is for the disposal of the leaves collected during leaf season and check # 21047 is for the Information Center rent.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolutions with no questions asked:

2010-02-09-030 Authorization to Issue Checks – Overpayment of Taxes
2010-02-09-031 Authorization to Pay County Taxes – First Quarter
2010-02-09-032 Authorization to Pay BID Taxes to Partnership for Haddonfield, LLC – First
Quarter

Resolution 2010-02-09-034 was introduced, which authorizes the payment of the senior citizen CCMUA bills.

Augie Martinez, 225 Bellevue Avenue resident and attending fourth grade student from Elizabeth Haddon School, ask for an explanation of this resolution. Commissioner Colombi explained that the Borough pays the bills from the County for sewage expenses for qualified senior citizens within Haddonfield.

As there were no further questions asked the Commissioners voted unanimously to approve the resolution.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolution with no questions asked:

2010-02-09-034 Authorization to Apply for State Recycling Tonnage Grant

Once resolution 2010-02-09-035 was introduced, authorizing the application for the CDBG Year 32 Grant for accessibility improvements to the Mabel Kay House, Mr. Peterson stated that this work had already been done and asked if we had not paid for some portion of the work. The Borough Administrator explained that the Borough is using this money to pay down the capital improvements bond with this money.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolution with no questions asked:

2010-02-09-037 Authorization to Advertise for Sealed Bids – Asphalt Street Patching and
Misc. Concrete Replacement
2010-02-09-038 Authorization to Approve Permit for Outdoor Marketing Graphic Display -

2010-02-09-039 Authorization to Approve Permit for Outdoor Heating Facility – Hoagie
Works

The Commissioners then presented the proclamation naming February as Black History Month to Carl Maugeri, the Chairperson of the Haddonfield Human Relations Commission. Commissioner Colombi announced that the former Chairperson of this commission, Al Schomer, passed away over this last weekend.

The fourth grade students from Elizabeth Haddon School were asked to stand, introduce themselves, as well as ask any questions they had. In attendance were Chris Schroeter, 661 Pomona Avenue; Ben Schroeter, 661 Pomona Avenue; Mike Schroeter, 661 Pomona Avenue; Madeline Larkin, 24 N. Hichman Avenue; John Larkin, 24 N. Hinchman Avenue; Regan Larkin, 24 N. Hinchman Avenue; Megan Burns, 331 Woodland Avenue, Augie Martinez, 225 Bellevue Avenue; Jacob Small, 48 Trueman Avenue; and Joseph DeSimone, 300 Barberry Lane were in attendance. The following questions were asked:

Megan Burns asked when Woodland Avenue would be fixed. Commissioner Colombi replied that a portion of this street had been scheduled for 2009, but got delayed when it was discovered that the Borough could apply for grant money to be applied against this project. The Borough Administrator indicated that work could start as early as this spring on the street.

Regan Larkin asked why work was done on Euclid Avenue when it didn’t seem like there were any problems there. The Borough Administrator replied that there were drainage issues that needed to be fixed on Euclid Avenue.
