GENERAL COMMENTS – Commissioner’s Meeting – February 23, 2010
The meeting was called to order at 7:30 p.m. in Room 201 of the Borough Hall. The announcement of Public Meetings was read by Commissioner Colombi. After the Pledge of Allegiance and a moment of silence, roll call was taken. Commissioner Colombi, Commissioner Borden and Commissioner Kasko were present along with the Borough Administrator, Borough Solicitor and Borough Clerk.
Commissioner Borden made a motion to waive the reading of the minutes from the February 9, 2010 meeting. This motion was seconded by Commissioner Kasko and was passed with a unanimous vote.
Ordinance 2010-02, which amends Chapter 27 entitle Police Department, was announced for second reading. Commissioner Borden explained that this ordinance will increase the number of Corporals allowed within the department from the current number of four to a total of five. He pointed out that over the last few years the number of management positions within the department has been decreased and this will help with that work load. Commissioner Colombi opened the public hearing on this ordinance. As no questions were asked at this time Commissioner Borden motioned to close the public hearing. The motion was seconded by Commissioner Kasko. The Commissioners voted unanimously to adopt the ordinance on second reading.
Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolutions with no questions asked:
2010-02-23-040 Authorization to Pay Vouchers
2010-02-23-041 Authorization to Issue Checks – Overpayment of Taxes
2010-02-23-042 Authorization to Issue Checks – Overpayment of Water & Sewer Accounts
2010-02-23-043 Authorization to Pay School Taxes – Ninth Installment
2010-02-23-044 Authorization to Advertise for Sealed Bids – Solid Waste and Recyclable Materials Collection Services
Resolution 2010-02-23-045 was introduced, which authorizes the signing of a professional services agreement for Labor Attorney services with Brown Connery, LLP. Commissioner Kasko voted to not approve the resolution, whereas Commissioner Colombi and Commissioner Borden voted to approve the resolution. Therefore, the resolution was adopted by a two to one vote.
Commissioner Borden and Kasko presented Commissioner Colombi the proclamation naming February as American Heart Association Month.
The fourth grade students from Elizabeth Haddon School were asked to stand, introduce themselves, as well as ask any questions they had. In attendance was Jack Mooney, 625 Clinton Avenue. No questions were asked, but Mr. Mooney commented that his school is raising money for the Red Cross. Commissioner Colombi replied that this is an awesome project.
Commissioner Colombi opened the public comment portion of the meeting.
Liz Mooney, 625 Clinton Avenue, asked for an explanation of what components comprised the 45% figure of the budget mentioned by Commissioner Borden earlier in the meeting. Commissioner Borden replied that the salary and wage for both, the Police Department and Public works, as well as the Borough’s portion of the pension costs on those salaries and an estimate of the medical expenses for those departments equals roughly 45% of the budget. He pointed out that this expense is something that the Borough has more control over, whereas items like vehicle maintenance and snow plowing are harder control.
Commissioner Borden then announced that the burglar associated with the recent “smash & grab” burglaries in the business district has been apprehended in Cherry Hill. This individual has confessed to these burglaries.
Commissioner Colombi announced the today is Commissioner Borden’s birthday.
The meeting was adjourned at 7:55 p.m.
