GENERAL COMMENTS – Special Commissioner’s Meeting – June 29, 2010

The special meeting was called to order at 7:05 p.m. in Room 102 of the Borough Hall. The announcement of Public Meetings was read by Commissioner Colombi. After the Pledge of Allegiance and a moment of silence, roll call was taken. Commissioner Colombi, Commissioner Borden and Commissioner Kasko were present along with the Borough Administrator and Borough Clerk.

Commissioner Borden made a motion to waive the reading of the minutes from the June 22, 2010 meeting. This motion was seconded by Commissioner Kasko and was passed with a unanimous vote.

Once Ordinance 2010-09 was introduced, which preserves a CAP Bank, the Borough Administrator explained that this ordinance is required by State Statute if a municipality determined the necessity to increase the amount of the annual increase to 3.5% of over the previous year’s final appropriations, rather than utilizing the 2.5% CAP. As there were no questions asked at this time, Commissioner Colombi announced that the public hearing would be held at the July 27, 2010 regularly scheduled public meeting. The Commissioners voted unanimously to approve this ordinance on first reading.

After Ordinance 2010-10 was introduced, which authorizes a capital bond in the amount of $1,985,000, the Borough Administrator explained the need for this bond. The items covered will be various road improvements, parking improvements, the acquisition of fire gear and site remediation for the Public Works facility. As there were no questions asked, Commissioner Colombi announced that the public hearing would be held at the July 27, 2010 regularly scheduled public meeting. The Commissioners then voted unanimously to approve this ordinance on first reading.

Resolution 2006-06-29-131, authorizing the introduction of the 2010 Borough Budget, was then introduced. Commissioner Kasko advised everyone to read the budget message as it gave specific information on this budget. He pointed out that this budget is pretty much the same as last year in appropriations. It was also noted that on the revenue side there was a decrease of 21.95% in State Aid over the amount realized in 2009. This budget puts the local purpose tax rate at 42.39 cents per $100 of assessed property valuation. He reviewed the spending reductions in each of the three departmental budgets. He then stated that he is not happy with having to pass a budget that contains any increases, but we are forced to do so by the reductions in revenues. It was pointed out that the local budget is approximately 16-17% of the overall taxes paid by our residents. Lastly, he announced that a meeting may be scheduled for a line-by-line review of the budget prior to the public hearing for those residents who are interested. The Borough Administrator pointed out that the 1.95% decrease in the overall operating budget is a key item that should be pointed out to residents. Commissioner Borden stated that this increase is a result of two major items: 1) a significant reduction in State Aid and 2) an increase in the expenses imposed by the State, which we do not have control over, such as pension costs. He pointed out that the Public Safety departmental budget decreased by almost $250,000 and Public Works decreased roughly $120,000. The only increase was to the Revenue and Finance Department, which was due to increased costs caused by the State. He finished by stating that the Borough is doing its level best in budgeting. As there were no questions asked, the Commissioners voted unanimously on approving the budget as introduced.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolutions with no questions asked:

134. Authorization to Reject Bids and Re-Advertise – 2010 Woodland Avenue Utility Replacement Project
135. Authorization to Reject Bids and Re-Advertise – 2010 Centre Street Utility Replacement Project

Once Resolution 2006-06-29-136 was introduced, authorizing the rejection and re-advertising of the 2010 Tanner Street Utility Replacement Project bids, Susan Briant, Haddonfield Public Library Director, asked how this affects the time line for this project. The Borough Administrator explained that this will delay the process by one month at this point.

Commissioner Colombi, Commissioner Borden and Commissioner Kasko voted affirmatively to pass the following resolutions with no questions asked:

137. Authorization to Extend and Amend Resolution 2009-03-10-051 – Longevity Policy

Commissioner Colombi reminded everyone that the July 4th fireworks will be held on July 4th at the Haddonfield Memorial High School and the parade will step off at 10:00 a.m. on Monday, July 5th.

Commissioner Colombi opened the public comment portion of the meeting.

There were no questions asked during the public comment portion of the meeting.

The meeting was adjourned at 7:25 p.m.
