GENERAL COMMENTS – Commissioner’s Meeting – July 10, 2007

The meeting was called to order at 7:30 p.m. in Room 102 of the Borough Hall. The announcement of Public Meetings was read by Commissioner Colombi. After the Pledge of Allegiance and a moment of silence roll call was taken. Commissioner Colombi, Commissioner Rochford and Commissioner Borden were present along with the Borough Administrator, the Borough Solicitor, and the Borough Clerk.

Commissioner Rochford made a motion to waive the reading of the minutes from the June 26, 2007 meeting. This motion was seconded by Commissioner Borden and was passed with a unanimous vote.

Once Ordinance 2007-20 was introduced, which amends Chapter 135 entitled Land Development to include a section for steep slopes, Commissioner Borden stated that the change requires that a lot grading plan be submitted when work is to be done on ground that has a slope of greater than 15%. The goal of this ordinance is to prevent erosion and provide for logical development. The public hearing was opened by Commissioner Colombi. As there were no questions Commissioner Borden made a motion to close the public hearing, which was seconded by Commissioner Rochford. The motion was passed by a unanimous vote. Commissioner Borden then made a motion to amend the ordinance as follows: (1) to change all references to the “Community Development Officer” to read as “Zoning Officer”; and (2) to change Section D, Permitted Uses to include a new Item #1 to read “For slopes less than 15 percent, all legal activities are permitted”; and (3) to change Section D, Permitted Uses, the new Item #2 to read “For slopes greater than 15 percent, all legal activities….” Commissioner Rochford seconded the motion. The Amendment passed by a unanimous vote. It was announced that a public hearing on the ordinance as amended will be held at the July 24, 2007 Commissioner Meeting.

Once ordinance 2007-21 was announced, which amends ordinance 2007-07 for non-union employee salaries and wages, Commissioner Rochford stated that this ordinance will adjust the salaries for the new Administrator and Public Works Superintendent. Commissioner Colombi opened the public hearing on the ordinance. As there were no questions, Commissioner Rochford made a motion to close the public hearing. Commissioner Borden seconded the motion, which was then passed by a unanimous vote. The ordinance was then adopted on second reading by a unanimous vote.

All resolutions were passed unanimously with no questions asked.

Commissioner Colombi reminded those present that this Saturday marks the start of the annual Crafts and Fine Arts Festival, which ends on Sunday.

The public comment portion of the meeting was then opened by Commissioner Colombi.

Kirk Peterson, 214 Lakeview Avenue, asked if the new Affordable Housing Developer announced in Resolution 2007-07-10-147 would help the Borough identify potential sites. Commissioner Colombi stated that they would. Mr. Peterson then suggested that this company look at 20-22 Ellis Street as a potential site. Mr. Peterson then asked if there were specific provisions in Ordinance 2007-20 for areas significantly over a 15% grade and if not, why? Commissioner Borden replied that this ordinance requires a submission of a lot grading plan for anything greater than 15% and there is nothing regarding areas over a certain percentage. This is because everyone doing work in areas greater than 15% slope will have to submit a lot grading plan and issues regarding that property will be dealt with at that time. Mr. Peterson then stated that there appears to be a water leak at 40 Walnut Street, which has been there for over a week. Commissioner Borden replied that it will be looked into. Lastly, Mr. Peterson commented on the plants dying at the new Crows Woods Pavilion and stated that the Borough either needs to hire someone to water these plants or have Public Works do this. Commissioner Colombi replied that the architect and contractor are aware of this situation. The contractor is responsible for replacing these plants. Public Works does water as they are able.

Commissioner Rochford announced that a public meeting has been scheduled for July 19th in Borough Hall regarding the current status of the reassessment project. The Assessor, Tom Colavecchio, will be making a presentation which will include information about the notification process and time-line. He stated that it is important to update the public on this process periodically.

Commissioner Colombi remarked that the retirement party for Richard Schwab on July 1st at the Tavistock Country Club was a wonderful success with a large turnout of family and residents.

The meeting was adjourned at 7:52 p.m.
