Borough of Haddonfield

The June 6, 2006; meeting of the Haddonfield Planning Board was called to order by the Chairman, Mr. Andrew Johnson at 7:30 p.m. Adequate notice of this meeting has been provided by way of the official newspaper of the municipality. It is being held in accordance with the Open Public Meetings Act and notice is also posted in the Municipal Building and the Haddonfield Public Library.

HISTORIC PRESERVATION COMMISSION APPLICATIONS:

HPC #06-11 Haddonfield Memorial High School, 401 Kings Highway East. Mr. Johnson summarized the HPC report.

HPC # 06-11 Application is to revise the design of the gradual and continuous sloping walkway for the front of the High School and providing handicap access to the entrance of the high school. The removal of the existing blue stone step in the front will be eliminated entirely. The sloping brick walkway will consist of concrete strip w/a brick pattern which will provide barrier free accessibility. Mr. Hopkins, Architect, appeared for the high school. Mr. Johnson commented that the HPC voted to deny the application. Mr. Hopkins stated that there is temporary metal handicap ramp on-site. Mr. Lieberman asked where the handicap accessibility is currently. Mr. Hopkins demonstrated the location on the plans and further explained the plan. Mr. Lieberman questioned if there were other handicap entranceways to the building. Mr. Hopkins responded that there may be other ways to get into the building. Mr. Johnson asked if this is the primary handicap entrance. Mr. Hopkins responded affirmatively. He commented about stairs inside the building. Mr. Lieberman questioned if the walkway was brick. Mr. Hopkins responded that it is presently brick. Mr. Borden questioned the proposed application. He remarked that he thought the brick was not actually brick but patterned. Mr. Hopkins responded that the Board of Education is pondering between concrete pavers or brick pavers. Mr. Borden asked where the other handicap accessible entrances to the high school after the renovations are done. Mr. Hopkins stated that there is one back by the cafeteria and by the new elevator. He stated that everywhere else is a step-up. Mr. Borden asked what was done to investigate other possible handicap accessible entrances. Mr. Hopkins responded that this is the main entrance to the facility. Mr. Johnson stated typically the primary handicap access the closest to delivery as possible and remarked that the proposed is the farthest. Mr. Hopkins re-emphasized that it is the front entrance of the building. Mr. Borden remarked that the front entrance has no curb cuts. Mr. Johnson questioned Mr. Hopkins if he thought the concrete pavers were the appropriate material to use at the high school noting the beauty and significance of the building.

Mr. Hopkins responded that concrete is the least expensive. He commented that Historic Preservation Office in Trenton reviewed the proposed and approved it. Mr. Gottardi stated that the first HPC application was rejected and suggested different materials, blue stone and slate. He commented the second HPC meeting; Mr. Hopkins proposed concrete with pavers. Mr. Lieberman asked if the there are any materials that are more or less handicap friendly. Mr. Hopkins responded, he stated that blue stone could be more slippery in climate weather. Mr. Lieberman asked if pavers are more wheelchairs friendly. Mr. Hopkins responded that the proposed strips are only 12 inches wide. Mr. Harrison questioned the need for sponsors. Mr. Hopkins responded that it was a suggestion/idea. Mr. Harrison asked if the doors are handicap accessible and remarked that they are not accessible from the courtyard. Mr. Hopkins commented that the accessibility from the courtyard was not address and would bring it to the superintendent’s attention. Mr. Bucci questioned why the Board of Education does not want to used the recommended materials by HPC? Mr. Hopkins responded cost. Mr. Sobel questioned if this application will cause other issues in the future. Mr. Hopkins remarked that there is a grey area in the ADA requirements. Comm. Borden asked about the side entrances, how many steps are there and would it be more practical? Mr. Hopkins responded that there would be an issue of head room. Comm. Borden asked if the Board of Education seriously investigated the different possibilities. Mr. Hopkins stated that the school board looks into the different points of entry and security. Ms. Martin asked about the reference to security and more secure location. Mr. Hopkins referenced that it was a main concern at the Middle School and the school board wanting to do it at the High School. Mr. Lieberman asked if you enter the high school at the handicap entrance on Sylvan Lake, how you get to the main office. Mr. Hopkins responded. Mr. Lieberman asked if there was an ADA requirement that the main entrance has to be handicap accessible. Mr. Hopkins responded, no. Mr. Lieberman questioned the HPC recommendations.

Mr. Gottardi responded that the HPC committees was split 3 members rejected the plan. Mr. Harrison commented that a Board of Education member should attend the meeting. Mr. Bucci commented that the high school is a important piece of property, the board wants to make a change to it, money is tight, and the school is already ADA compliant so the proposed work is not required, he questioned if you can not do the work in the way that is optimal why undergo the project anyway, what is the hurry? Mr. Hopkins remarked that the Board of Education finds it to be a viable solution. Mr. Johnson asked if the materials proposed to use comply with the Secretary of Interiors standards. Mr. Hopkins responded that it did and has a letter. Mr. Bucci advised Mr. Hopkins if he does come before the board again to bring samples of the materials proposed. Mr. Johnson remarked about the windows currently at the high school and commented that if the resources are not there to do it right it is sometimes worse to do it and then have to re-do it later. Mr. Gottardi remarked that the school seemed to be in flux and with the uncertainty of Bancroft that there may be a more permanent solution. Mr. Harrison made a motion to approve the concrete with brick pavers. Mr. Bucci seconded the motion. VOTE 0-8. Application – DENIED.

HPC # 05-34 Park Lane Associates, LLC, 274 Kings Highway East. Applicant not present.

HPC # 05-27 Christopher and Ellen Stone, 110 Warwick Road.
Amended HPC report summarized. Applicant requests a revised design of the window configuration and proposes to make the previously approve addition more transparent so it appears more like a porch than an addition. HPC recommended approval of the application with the conditions. The conditions that the reveal of the pilaster shall be deeper than they are shown and the window should be setback making the addition even more transparent and submit a reviewed design to the HPC consultant for review and approval prior to construction. Mr. Gottardi remarked that is to make sure they blend in better.

Mrs. Stone commented and showed a picture of the proposed work. Mr. Harrison made a motion to approve application. Mr. Lieberman seconded the motion. VOTE – unanimously. APPROVED.

HPC # 06-12 Karl and Dorothy Fey, 27 Potter Street. HPC report summarized. The application is to remove and replace the tongue and grove wood decking on the porch, remove rotten wood plaints and replace with new painted aluminum plaints, along with remove all other rotted wood and replace in-kind. HPC recommended approval. Mr. Harrison made a motion to approve application. Comm. Borden seconded the motion. VOTE – unanimously. APPROVED.

HPC # 06-13 George and Margie Leone, 224 Washington Avenue. Mr. Lieberman recluse himself from application. HPC report summarized. The existing concrete steps on the front porch will be removed and replaced with new wood steps, a new wood railing, garden house with cypress siding and cedar roof, driveway replaced with tumbled brick, sidewalk repaired, doors, windows, replace in-kind the original shutters shown in 1916 photograph. HPC recommended approval with the change that the door in the garden house be rectangular rather then arched. Ms. Leone agreed. Mr. Harrison made a motion to approve application and commended the applicant on the restoration of the house. Ms. Leone remarked about finding additional photographs of the original house. Comm. Borden seconded the motion. VOTE – unanimously. APPROVED.

HPC # 06-14 James Tarzy, 219 Kings Highway East. HPC report summarized. Mr. Tarzy stated that he was given a copy. Application is to replace the existing wood fire escape, existing structure does not meet the minimum design standards mandated by the state. The proposed fire escape will be constructed of pressure treated southern yellow pine with railings will be 36 inches high.

HPC recommended approval with the approval that the square pickets will be set in the top and bottom rails and the top rail will have a molded profile consist with many porch railings in the historic district. Applicant agrees with HPC recommendations. Mr. Harrison made a motion to approve application. Mr. Lieberman seconded the motion. VOTE – unanimous. APPROVED.

HPC # 06-15 Virginia Tsamutalos, 55 Kings Highway East. HPC report summarized. Application is remove two double hung windows and one four paned casement window at the rear of the building and replace with three one over one double hung windows and repair the exterior corner of the building facing Kings Highway East with stucco and/or corner molding to match existing. HPC recommended approval of the removal the windows and replace with proposed. HPC remarked that they did not have enough information to evaluate the proposed molding strip and requested that the applicant take photos of the existing condition. Photos submitted. Ms. Tsamutalos explained that the molding at the top part of the building has a hole. Mr. Johnson commented about the HPC report recommendations. Mr. Gottardi clarified the recommendation is for the HPC consultant to review for final approval. Mr. Harrison made a motion to approval application with the condition the applicant submits photos to the HPC consultant for final approval. Comm. Borden seconded the motion. VOTE – unanimously. APPROVED w/condition.

HPC # 06-17 First Church of Christ Scientist, 255 Kings Highway East. HPC report summarized. Mr. Walko handed out drawings. Steve Foss appeared. Applications is removed existing deteriorated gutter and install a 16 ounce cooper gutter matching the dimensions and profile of the original wood cornice. Mr. Foss exhibited a sample of the old gutter. HPC recommended approval with the conditions that the new copper gutter should match the profile exactly and the new gutter should be painted white to match the color of the existing trim.

Ms. Martin questioned HPC recommendation to paint the gutter white instead of letting it age. Mr. Gottardi responded that the original was white and remarked about significance of replicating the original. Mr. Harrison made a motion to approve the application. Ms. Martin seconded the motion. VOTE unanimously. APPROVED as recommended.

HPC # 05-34 Park Lane Associates, LLC., 274 Kings Highway East. Application not present. Mr.Walko and Mr. Gottardi gave history of application. Application is for a 9 foot high antenna. Mr. Harrison made a motion to approve application. Ms. Martin seconded the motion. VOTE – unanimously. APPROVED.

NEW BUSINESS:

COMMITTEE & SUBCOMMITTEE REPORTS:

Mr. Lieberman gave a status report on the Downtown “Visioning” Plan and invited members to attend the advisory meeting on June 7th. He stated the next public “Visioning” meeting is on Thursday, June 22nd.

Mr. Gottardi commented about scheduling a meeting between the Planning Board and the HPC Commission.
