ZONING BOARD OF ADJUSTMENTS
Of the
BOROUGH OF HADDONFIELD
The November 21, 2006 meeting of the Haddonfield Zoning Board of Adjustments was called to order by the Mr.Cohn, Chairperson at 7:30PM. Adequate notice of this meeting has been provided by way of the official newspaper of the municipality. It is being held in accordance with the Open Public Meetings Act. The Board has decided that is generally unfair to everyone to make decisions late at night. Therefore, they will normally not allow any applications after 10:30 PM and the meeting will close at midnight regardless of any unheard applications. Unheard applications will be tabled to the next meeting.

ZBA #06-034 240 Meadow Drive
Julia Power
Clint Allen introduced himself as a lawyer for this project. He summarized the application requesting permission to construct an addition to the existing Principal Building, a Single-Family Detached Dwelling. The proposed additions would encroach into the required rear yard of 40 feet by 17.4 feet leaving a rear yard of 22.6 feet. The addition would encroach into the 25 foot combined side yard 6.8 feet having only 18.2 feet. Also the addition would exceed the 22% maximum building coverage with a proposed coverage of 24.9%.
Applicant, Clifton Quay, engineer, and Tony Castro, Architect, were sworn in.
Applicant purchased the house in 1996. Mr. Allen added that the house was built in year 1950. Mr. Haag asked what is the hardship associated with this application. Applicant responded that her fiancé and father will be moving in with her. Mr. Lundgren recognized Mr. Quay as an expert witness.
Mr. Quay discussed the addition, garage, site plan & the existing conditions of the house. The garage is considered part of the principal structure due it being within ten feet of the exterior steps. The discussion included the zoning officers position the garage be considered part of the principal structure.
Mr. Cohn questioned if the garage is relocated away from the house fewer variances would be required. Mr. Quay responded in the affirmative. Mr. Quay gave an overview of the drainage system. The system would be designed collect all the run off from the roof downspouts. The addition would be one story to allow the sunlight to be preserved for neighbors.
Mr. Tony Castro was sworn in as the architect for the project.
The board questioned the architect about the height of the garage and the exterior of the building. Mr. Castro responded that the proposed garage height would be 12 feet and the entire structure will have new siding installed.
PUBLIC COMMENT: Leslie Frates of 210 Meadow Drive would like to thank the board and hoping that the board will grant the variances.
PUBLIC PORTION CLOSED:
Mr. Squadrito made a motion to approve application with conditions of
screening the Gutter to keep material out of the basin, the owner
following a maintenance program and engineer to review the drainage
plan. Mr. Haitsch seconded the motion.
Board member discussed.
Board comments. Vote 7-0. APPROVED.
ZBA #06-42 439 Loucroft Road
Vincente Limcaoca
Mr. Peter Rhoads, attorney appeared for the applicant and summarized the application to construct a rear addition. The addition will exceed the maximum building coverage of 15% by 6.7% totaling 21.7% building coverage and exceed the impervious coverage of 25% by 3.1 totaling 28.1%
Applicant was sworn in. Mr. Cohn asked if there are any drainage problems in this area. Mr. Chelotti responded there are none.
The board questions included issues of the stones, issues of site
drainage.
PUBLIC COMMENTS: Maria Depersia who lives next to property but on opposite side of the property from the proposed work does not have any objection to the variance. She hopes that the board will grant the variance.

ZBA#06-43 120 Windsor Ave
Samuel Sadoulet
Applicant sworn in.
Mr. Lungren summarized the application to allow the placement of an accessory structure, a free standing air conditioning unit, on the side of the principal structure that would be closer to the property line that the required five (5) setback. The air conditioning unit is proposed at two (2) feet from the property line which is three (3) feet less than the minimum required setback.
Mr. Sadoulet outlined the project. Mr. Burns asked if Mr. & Mrs. Gallagher were OK with the project. Mr. Sadoulet responded yes.
Mr. Cohn questioned what proposed for the required screening of the condenser. Mr. Sadoulet responded that probably will be bushes.

ZBA#06-46 200 Washington Ave
Steven & Karen Kurtz
Mr. Cohn reminded the applicant that this is located in the Historical district and the ZBA did not yet have the input of the HPC nor the copy of the HPC report. The applicant was advised if there is any substantial change based on the HPC recommendation a new variance may be required.
Mr. Wagner, Architect and Ms. Kurtz were sworn in.
Mr. Wagner summarized the application to construct a one story kitchen family room addition and a two story carriage house style garage. The addition as proposed will be in the required front yard setback. The addition will be twenty six feet 8 inches (26’ 8”) when the required setback is thirty (30) feet.
Mr. Lundgren asked what is the age of garage. Mr. Wagner responded the garage was built about 1910 and the 1st story addition to the house was built in around 1980. It was discussed the garage does not require a variance and only the addition to the house is in need of relief for the requirements.

Mr. Cohn made a motion to approve the application as presented (pending approval from HPC). The motion did not include the garage as no variance is required to construct the garage. Ms. Barnes seconded the motion.
Board member had discussion of the plans and details. The location of the existing house is part of the hardship as the house is located close to the side street and our ordinance requires two front yard setbacks.
