RESOLVED, by the Board of Commissioners of the Borough of Haddonfield, County of Camden, State of New Jersey, that ONE MILLION, TWO HUNDRED SIXTY SEVEN THOUSAND, THREE HUNDRED DOLLARS AND NO CENTS ($1,267,300.00) be wired from the Current Account, payable to the account of the School District of Haddonfield to pay the sixth installment of the 2003-2004 School Year Tax.

3. Auth. to Stop Payment and Reissue Check November 25, 2003

WHEREAS, on November 14, 2003 check #19087 for $73.00 was issued on Payroll Account #5845151; and

 

WHEREAS, said check has never been presented to Commerce Bank for payment and is apparently lost.

 

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Borough of Haddonfield, County of Camden, State of New Jersey, as follows:

 

  • That Commerce Bank be requested to stop payment on check #19087 dated November 14, 2003 in the amount of Seventy Three Dollars and Zero Cents ($73.00).
  • That another check be drawn on the Payroll Account in like amount to replace the lost check.

RESOLVED, by the Board of Commissioners of the Borough of Haddonfield, County of Camden , State of New Jersey , that a check be drawn on the Water and Sewer Account in the amount of FOUR HUNDRED DOLLARS AND FIFTY-ONE CENTS ($400.51) payable to Elaine Miller, 106 B Washington Avenue , Haddonfield , New Jersey 08033 for 109 Ellis Street . This represents refund of paid monies at settlement before a one time credit on account # 1706000.

 

RESOLVED, by the Board of Commissioners of Borough of Haddonfield, County of Camden, State of New Jersey, that a check be drawn on the Water and Sewer Account in the amount of THREE HUNDRED EIGHTY FOUR DOLLARS AND FORTY-FIVE CENTS ($384.45) PAYABLE TO Karyn B. BE IT RESOLVED by the Board of Commissioners of the Borough of Haddonfield, County of Camden, State of New Jersey, that the Borough Clerk is hereby authorized to advertise for the receipt of sealed bids for Asphalt Street Patching. The advertisement shall include a statement that all bids are to be received, either in person or by mail, no later than 10:00 a.m. on Friday, December 19, 2003 in Room 101 of Borough Hall, 242 Kings Highway East, Haddonfield, New Jersey and that the bid opening will begin at 10:00 a.m. promptly in Room 102 of Borough Hall.

GENERAL COMMENTS - Commissioners Meeting – November 25, 2003

 

It was explained that the drainage improvements will be done at Centennial Field, which is used by the Midget Football League and the Cheerleaders. Work will also be done at the Green Acres Field at the end of Woodland Avenue. Tony Van Der Vort, 211 Moore Lane, asked about the base of the hill at Centennial and about Woodland Avenue. He was told that he could see the plans at his convenience.

 

Ted Raiczyk, 615 Wayne Avenue, asked about the utility company patches. We are trying to get them to improve some of the patches before spring, when they can be fixed properly.

 

The fourth graders from Eliz. Haddon School were asked to introduce themselves. They were: Emma Van Der Vort, 211 Moore Lane; Catherine Senopoulos, 244 Jefferson Ave.; William Ritchings, 549 Chews Landing Rd.; Michael Lacatena, 317 Westmont Ave.; Connor Dugan, 332 Knoll Top Lane; Jared Novak, 120 Redman Ave. and Thomas Twitchell, 280 Jefferson Ave.

 

Tom Twitchell asked about the car crash on Warwick Road. Chief Tsonis said that a pursuit began in Bellmawr. A tire blew and the car went out of control. It turned out to be a three-car accident. One of the fatalities was the driver of the car being pursued. The crash occurred at Warwick and Gill, coming up from the White Horse Pike.

 

Commissioner Reisner discussed the Business Task Force. The Committee and its Chairman, Jack Leonard, have worked on this project for a long time. They now have a report with a plan to present to the Commissioners. It is hoped that the implementation will make Haddonfield work better. Members of the committee were mentioned. They want Haddonfield to work as a vibrant downtown area. Mayor Colombi thanked the committee for their efforts, and said that things are beginning to happen. She noted that downtown is now dressed for the holiday season. Candlelight shopping starts this weekend. The Tree Lighting will be on Friday night and Santa will be welcomed to town. People are asked to bring canned goods to the event. It will begin at 6:30 p.m. with the tree lighting. Santa will then go down Tanner St. to Kings Highway to Kings Court. This is sponsored by the Celebrations Association.

 

Mayor Colombi introduced Lisa Hurd, our Retail Coordinator, who is going out to find businesses to locate in town.

 

Kirk Peterson, 214 Lakeview Ave., said that he is disappointed that a complete reconstruction will not be done at the intersection of East Park & Walnut. He was told that the project will not start until next Monday, and reconstruction will be done.

Commissioner Reisner said that people should be aware that our engineers have done a complete review of all the streets in town. We now have a better picture of what needs to be done and a reliable evaluation of priorities.

Tom Twitchell asked when the Candlelight Shopping will end. He was told that it will continue until the last Friday in December. Mayor Colombi said that a $1000 gift certificate will be given away each week. It will be good in 40 different stores.

Mr. Raiczyk asked if we had received any complaints about blowing leaves into the streets. The noise is really bad. Mayor Colombi agreed that it is annoying but it is a faster way to clear lawns. Perhaps the decibels should be regulated.

Mr. Peterson mentioned an accident where a vehicle ran into the wall across from the Fire Company. He asked when the lanterns would be put up. Administrator Schwab said that they have been ordered. The lights in the Presbyterian lot will be on as of today.

Commissioner Tarditi wished everyone a Happy Thanksgiving.

GENERAL COMMENTS - Commissioners Meeting – November 12, 2003 (Wed.)

 

After the regular agenda items the fourth graders had a few questions. Derrick Hinsey, 23 West End Ave., asked if the Commissioners all drove under the 25 MPH speed limit. They all said that they did. Mark Tambussi, 301 Westmont Ave., asked about getting lights on the Green Acres field. Mayor Colombi said that we do not plan to do this now. Many times the users offer to raise money to pay and we arrange to install the lights. Derrick showed some material regarding the dinosaur. Mayor Colombi thanked him for sharing it with the Commissioners.

 

Kirk Peterson, 214 Lakeview Ave., mentioned trash, litter and other debris in the North Haddon Avenue parking lot. He also said the Mini-Mall lot looks the same. He noted that there is a section of the fence missing at Douglas and Lakeview Avenues.

 

Mark Barrett, 132 Ardmore Ave., spoke regarding the overnight parking ordinance. He noted that the exceptions to the 2:00 a.m. to 5:00 a.m. ban do not extend to the 9:00 p.m. to 2:00 a.m. period. He presented a petition from 32 residents proposing an alternate ordinance to extend hours when property owners could ask for exceptions. Circumstances have changed and there are more cars owned by people who live on the street. Commissioner Tarditi said that we will review the ordinance with the Solicitor and the Police Department and make some recommendations.

 

Paul Eckman, 140 Ardmore Ave., said that the neighbors are grateful to the Commissioners for enacting an ordinance but he feels they should have the option to call in for an overnight permit on an ad hoc basis. They originally asked for permits, but the Commissioners were reluctant to do this at that time. He feels that now is the time to have that option. Commissioner Reisner said that we should also look at Marne and Wayne Avenues.

 

Ted Raiczyk, 615 Wayne Ave., asked about the lights behind Grace Church. Mayor Colombi said that they have been installed but are not connected to P.S.E.&G. She also reminded all of the Haddonfield Foundation Dinner on Sunday. Former Mayor Bill Reynolds will be honored.
