AFFORDABLE HOUSING DEVELOPER - REQUEST FOR QUALIFICATIONS (RFQ) RESPONSES

On February 25, 2020 the Board of Commissioners authorized going out to RFQ for an Affordable Housing Developer.  The following responses were received on March 26, 2020.  The Commissioners appointed Community Investment Strategies, Inc. (CIS) at their meeting on May 12, 2020 (Posted 5/15/2020)

ADOPTED 2019 AMENDED THIRD ROUND HOUSING ELEMENT AND FAIR SHARE PLAN

On December 17, 2019 the Board of Commissioners endorsed the 2019 Amended Third Round Housing Element and Fair Share Plan approved on November 13, 2019 by the Planning Board.  This amended plan is available with the other Master Plan documents by clicking here.  Additionally, on December 17th the Commissioners approved the following ordinances and resolutions regarding Affordable Housing:
- Ordinance 2019-19 Repealing & Replacing Chapter 63 Entitled Affordable Housing
- Ordinance 2019-20 Amending Chapter 135 (Land Development) providing for Affordable Housing Zoning Overlays
- Resolution 196: Authorization to Adopt an Affirmative Marketing Plan
- Resolution 197: Authorization to Adopt an Affordable Housing Spending Plan
- Resolution 198: Authorization for Intent to Appropriate Funds or Bonds for Affordable Housing in the Event of a Funding Shortfall
- Resolution 199: Authorization to Appoint a Municipal Housing Liaison
- Resolution 200: Authorization to Enter into a Contract with an Administrative Agent for the Administration of Affordable Housing Units

SPECIAL PLANNING BOARD MEETING SCHEDULED FOR NOVEMBER 13, 2019

At a special meeting on November 13, 2019 at 7:30 p.m. at the Borough Hall, the Planning Board will conduct a public hearing on the adoption of an Amended Housing Element and Fiar Share Plan.  Interested persons may examine the proposed plan amendment by clicking here, or viewing the document in Room 101 and Room 104 at Borough Hall.  Anyone wishing to be heard on the subject of the plan amendment should appear personally or through counsel on the date, time and place stated.  


Fairness Hearing Court Order

On July 10, 2019 the Court Order was received by the Borough of Haddonfield.  Due to the delay in the order being issued the Borough's professionals will be requesting an extension of time to complete the necessary documentation prior to the Compliance Hearing.  We anticipate that the compliance hearing will be held in December rather than September.  A copy of the Court Order can be found here.


SNOWDEN PARKING LOT AFFORDABLE HOUSING PRESENTATION

On April 29, 2019 the Borough of Haddonfield provided a Public Forum meeting regarding the Affordable Housing Project at the Snowden Parking Lot.  This presentation is available here.

AFFORDABLE HOUSING SETTLEMENT AGREEMENT

At the February 26, 2019 Commissioner Meeting a resolution authorizing the signing of a settlement agreement with Fair Share Housing Corporation (FSHC) was tabled to give residents a chance to review the agreement.  The resolution will be included on the March 12, 2019 Commissioner Meeting agenda for consideration by the Board of Commissioners.  Click here to review the settlement agreement.

BOROUGH OF HADDONFIELD – AMENDED COAH 3RD ROUND PLAN BASED ON REVISED COAH REGULATIONS OF 2008

The Planning Board held a public hearing on Tuesday, December 9, 2008 at 6:00 p.m. in the Borough Hall Auditorium. The Plan, which amends the Borough’s Master Plan, was approved at this meeting (click here for the Planning Board’s resolution adopting the plan)

Once the Planning Board approved the plan, the Borough Commissioners considered it at their regularly scheduled meeting on Tuesday, December 9, 2008 at 7:30 p.m. The Commissioner voted unanimously to endorse the plan and petition the New Jersey Council on Affordable Housing for substantive certification (click here for the Board of Commissioners’ resolution).
